EPR

What is EPR?

As part of the Government's 25-year environmental plan as they seek to reach net zero, packaging regulations have seen many key changes in recent years. The introduction of the Extended Producers Responsibility (EPR) regulations in the UK, requires producers to be responsible for the product for the entirety of the products life cycle, and to pay towards its ultimate disposal costs. Who pays this cost is determined in a variety of ways.

 

Are you obligated?

To fully understand your liabilities, is it first essential to know whether you are a Small or Large Producer under the Legislation. The threshold criteria are as follows:

You are considerd a Small Producer if your turnover is under £2 million, and as a company you handle between 25 to 50 tonnes of any form of packaging per annum. This means that you have an obligation to collect and report data, but do not currently pay any of the associated disposal EPR fees.

You are considered a Large Producer if your turnover is more than £2 million, and you handle more than 50 tonnes of packaging per annum. This means that you would be obligated to collect, report, and pay disposal fees for any packaging that you are responsible for.

Responsibility primarily falls to either the manufacturer or importer of the packaging on its first entry onto the UK market, UNLESS the packaging is further distributed to another Large Producer who will either brand the packaging with their own brand identity, or pack/fill the packaging as an end user of the product. At this point, the liability passes to the brand owner/end user. The activity performed on the packaging therefore has a huge impact on determining who is responsible for item in question.

All products sold by Manupackaging UK are classified as Non-Household, as our products are used exclusively within commercial and industrial logistics environments to stabilise palletised loads, and are supplied in industrial formats and specifications. Our products are not suitable for household use and are not comparable to consumer packaging products on the market.

This position has been verified by the Environment Agency and therefore the RAM Methodology would not apply to these products upon sale.

This legislation, albeit still in its early stages, still requires us to fully evidence our sales to ensure that we are meeting our obligations, and to minimise double counting of the same piece of packaging through the supply chain.

EPR Submissions

We will email out a bi-annual request for this evidence by way of a signed JotForm, and ask that you assist us with submitting this information to remain compliant; the evidence will relate to each half year submission and will differ depending on the nature of your business model. What is ISO 9001?

Manupackaging UK Ltd have been ISO 9001 certified for many years, and we continually strive to improve our QMS systems to meet the requirements of the global standard and the changing business environment.

PPT

What is PPT?

Plastic Packaging Tax (PPT) was introduced in the UK on 1st April 2022, and is a tax aimed at providing a clear economic incentive to use recycled plastic in packaging. Any business that manufactures or imports over 10 tonnes of plastic packaging per annum must register for PPT.

The tax applies a price per ton to any packaging component that contains less than 30% recycled plastic, and this fee is renewed annually by the Government and a new rate set.
